The Pandemic Has a Larger Impact on Diverse Populations

The pandemic severely affected the most vulnerable segments of society. In Latin America and the Caribbean, indigenous peoples, African descendants, persons with disabilities, and LGBTQ + persons showed higher risks of morbidity and mortality from COVID-19. This is partly due to the deep-rooted structural disadvantages experienced by these groups in the region. The health crisis also revealed and deepened racial and ethnic inequalities in access to education and further disadvantaged children and youth with disabilities who, even before the pandemic, were less likely to have access to education services. Above all, the pandemic reveals the urgent need to better measure these populations and design public policies that promote their development while preserving their identity and driving their inclusion in the post-COVID-19 recovery.
